Second, the concept of Empire presents itself not as a historical regime originating in conquest, but rather as an order that effectively suspends history and thereby fixes the existing state of affairs for eternity. From the perspective of Empire, this is the way things will always be and the way they were always meant to be. In other words, Empire presents its rule not as a transitory moment in the movement of history, but as a regime with no temporal boundaries and in this sense outside of history or at the end of history.
두 번째, 제국 개념은 정복의 생겨난 역사적 체제로서가 아니라 역사를 효과적으로 중지시키고 그럼으로써 사태의 현 상태를 영원히 고정하는 질서로서 나타난다. 제국의 관점에서 이것은 사태가 항상 존재할 방식이며 사태가 항상 존재한다고 의미되었던 방식이다. 달리 말해서, 제국은 자신의 지배를 역사적 운동 속에서의 일시적 계기로서가 아니라, 어떤 시간적 경계도 없는, 그러고 이런 의미에서 역사를 벗어나 있거나 역사의 극한에 있는 하나의 체제로서 나타난다.(한국어판, 19쪽)
